Once the supplied voltage goes above the diodes built in voltage the diodes short resulting in the voltage being clamped.

Once the supplied voltage goes above the diodes break down voltage the diodes short resulting in the voltage being clamped.

This happens because capacitors are able to charge but not discharge.
